POSITION
The EVC/COO provides leadership, vision, and guidance for the university in all areas of operations by creating internal and external win-win outcomes to achieve organizational objectives and maintain a productive, efficient, and inclusive workplace culture throughout UTHSC. The EVC/COO is a key member of the Chancellor’s leadership cabinet, and will be a forward-thinking, trusted, and solution-oriented partner. The following units report directly to the EVC/COO: Human Resources; Office of the Chancellor and Executive Vice Chancellor; Campus Police and Parking Services; Facilities; Campus Safety; Information Technology Services; Space Planning and Utilization/Special Events; Print and Mail Services/Food Services. Other units currently reporting to the EVC/COO include University Health Services, Plough Center for Sterile Drug Delivery Solutions, and West Tennessee Regional Forensic Center.
RESPONSIBILITIES
Participates with the Chancellor and other executive cabinet members in strategic planning and problem resolution affecting major segments of the University; ensures operational matters requiring the attention of executive leaders are thoroughly developed, researched, and evaluated.
Serves as the Chancellor's primary liaison with the university, government, and community leadership on strategic and operational matters relevant to institutional interest.
Interacts with senior University, industry, government, and community officials and stakeholders in representing and developing strategic, operational initiatives.
Establishes excellent working relationships with key stakeholders, including vice chancellors, deans, the University of Tennessee (UT) System President's office, and other key university administrative offices.
Prepares and contributes reports, briefings, presentations, and responses on institutional and strategic operational issues, as appropriate.
Determines and formulates policies and provides overall direction for UTHSC within guidelines set up by the Chancellor.
Identifies strategies to increase institutional efficiency and improve performance, policies, and programs that are operations focused as warranted.
Manages high-priority operations projects and programs designed to support institutional goals and achieve the institution's mission and strategic vision across multiple organizational units; ensures that constituent representatives are kept appropriately informed of project activities and are encouraged to participate as appropriate.
Regularly engages staff in the UT Office of Government Relations and Advocacy regarding status of all government-related events and programs related to operations and as assigned by the Chancellor.
Builds and maintains successful working relationships with administrative officials and coordinates with a wide range of offices, staff, and stakeholders, internal and external, to the University.
Works with UTHSC financial leadership to develop business plans for a wide range of building or operational projects; may chair and lead committees, including budget development and management responsibility.
Anticipates, identifies, and troubleshoots issues of concern or significance; exercises discretion to provide timely information and necessary updates across multiple stakeholders; responds to inquiries as delegated by the Chancellor.
Collaborates with the Chancellor to make decisions around campus closings or other emergencies.
Leads the Emergency Operations Center (EOC) and emergency preparedness response in coordination with university leadership and campus stakeholders.
May provide direct or indirect supervision of assigned personnel within the EVC's and Chancellor's organizational units and strives to ensure all units reporting to the EVC align overall with UTHSC and UT policies, goals, mission, vision, and values.
MINIMUM ACCEPTABLE QUALIFICATIONS
Education: An earned MS, MBA, or equivalent degree with at least seven years of experience in the specified duties and responsibilities. Moreover, an earned completed degree(s) from an accredited institution above the minimum education requirement may be substituted for experience on a year-to-year basis.
Experience: A progressive history of experience and evidence of career progression in leading and managing a large, complex higher education institution or health care organization with a proven record of success as an operations administrator within a challenging financial environment is required.
PREFERRED QUALIFICATIONS AND EXPECTATIONS
The EVC/COO will be an accomplished executive leader with a terminal degree in an appropriate discipline or a record of professional achievement as an effective leader in higher education with health care programs or an academic health science center. The preferred candidate will be an advocate for higher education, have an appreciation and understanding of the role and mission of a public, academic health science center, and have institutional experience working with city/community/government leaders and committees.
