Summary
To serve as the Dean of Administrative Services & CBO of the District, providing administrative leadership and direction for the District’s business operations. Plan, organize, direct and coordinate all activities in the areas of budget, accounting, maintenance and operations, facilities, payroll, purchasing, and technology.
Education and Experience
Bachelor’s degree or above in business, public administration, accounting, or economics from an accredited institution. Master’s Degree in public administration or a related field, or a CPA and a Bachelor’s degree from an accredited institution in accounting, finance, business administration or a related field preferred. Minimum three years of leadership experience reasonably related to senior management in business or administrative services, preferably at a California community college or other California school district. High standards of honesty and integrity.
Essential Duties and Responsibilities
Serve as a chief advisor to the Superintendent/President on strategic matters related to budget development, finance administration, facilities services, property management, purchasing, and other administrative concerns; provides for proper internal controls and management of District funds.
Develop budgets and long-range financial plans and strategies, including estimating income sources such as state apportionment; develops budget projections and forecasting models. Assists with the District planning process to link with the annual budget.
Overall responsibility for the smooth and efficient operation of the District’s Business Office, including but not limited to fiscal operations, maintenance and facilities, and technology. Serve as financial agent for the college, including oversight of the District’s accounting, audit, and investment functions.
Supervise and evaluate Director of Facilities, Director of Fiscal Services, and Director of IT.
Supervise, develop and evaluate the performance of other assigned staff; interview and select employees; make decisions or recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.
Recommend and implement policies, procedures and programs relating to the business office.
Assume primary responsibility for compiling the annual budget, including auxiliary programs, and categorical funds.
Provide the Board and President with information and data to support recommendations and decisions; inform the Board and President of matters related to long-range planning and necessary policy changes.
Provide risk management for property and liability.
Approves plans and specifications for construction and remodeling projects and ensures the completion of annual and long-term construction and facilities plans.
Prepare reports, including financial and maintenance/construction reports, as well other planning reports required by ACCJC and Chancellor’s Office.
Oversee the District’s maintenance and facilities projects, including approval of applications, accounting of funds, bid processes, award of contracts, and general oversight of on-going deferred maintenance and new building projects.
Collaborates with other executives to coordinate college-wide enrollment management, student support, fiscal management, institutional planning, fundraising, and external grants.
BP 3030: Administer all District funds, funds received by the Associated Student Organizations, Trust Fund accounts, categorical and federal funds are considered “District Funds”.
BP 3040: Establish and maintain procedures for use of revolving cash funds.
BP 3050: Prepare and submit to the Board quarterly reports showing the financial condition of the District.
BP 3070: Prepare and maintain District purchasing procedures.
BP 3100:
a) Prepare the annual budget.
b) Administration of the District budget.
c) On or before September 15 each year, at the direction of the President, make requisite revisions to the tentative budget.
d) Present the final budget to the President and the Board for their respective consideration.
BP 3110: Authorize and approve budget transfers.
BP 3210: Invest District funds following district guidelines.
BP 3300: Prepare and maintain procedures for collecting and refunding fees.
Distinguishing Characteristics
The Dean of Administrative Services & CBO serves as a member of the President’s Cabinet, is directly responsible to the President and is accountable for the management of the Administrative Services Division. The Dean of Administrative Services & CBO has the primary responsibility in preparing and maintaining the District budget, managing a facilities program and providing leadership for the efficient operation of the overall Administrative Services division.
Knowledge and Skills
Knowledge of and experience in fund accounting. Federal, state, local and District laws, regulations and policies governing fiscal requirements of educational institutions. Principles, practices and procedures of general and governmental accounting, particularly involving financial statement preparation and methods of financial control and reporting. Basic knowledge of maintenance and construction operations. Knowledge of risk management methods. Ability to implement wise budget practices in a shared governance environment. Ability to supervise diverse operations.
Abilities
Must be able to perform all of the duties of the job that support its objectives. Requires the ability to plan, prioritize, and assign work in order to meet yearly objectives, schedules, and timelines. Must be able to write complex reports and program materials. Position requires the ability to interact on both a formal and informal basis with a wide range of contacts within and outside of the College setting, including advisory boards and community leadership.
Physical Demands
Requires sufficient visual acuity to recognize words and numbers; auditory capacity to speak and hear in public settings; and ambulatory ability to make presentations and travel to other locations. Ability to lift and carry 25 lbs. Ability to work at a desk, conference table or in meetings of various configurations.
