The Vice President for Financial Planning and Analysis will report to the Senior Vice President, Chief Financial Officer and Treasurer. The incumbent will support the mission of the President and the University as a whole, and specifically the office of the Senior Vice President in collaboration with the individual units within SVP oversight (Controller, Contract and Grant Administration, Risk Management and Insurance, Treasury and Financial Management, Financial Planning and Budget). This position will have direct oversight of the Offices of Financial Planning and Budgets and Treasury and Financial Management.

The Vice President should have expertise in developing and leading financial models, predictive analytics, understanding of enrollment and related financial outcomes, and leading financial planning activities. The incumbent will provide sophisticated approaches to revenue and resource forecasting through their strategic vision. They will work collaboratively with other members of the finance community both on and off campus to build robust relationships. The Vice President will be tasked with leading the development of comprehensive financial and forecast models, the development of the annual budget and long-range plans, and integrating budget outcomes into cash and investment modeling. The incumbent will deliver presentations, updates, and analyses to various stakeholders, including the Board of Trustees, Executive Leadership, Academic Governance, and the general campus community. The Vice President will engage broadly with college and administrative leaders.

MSU is poised to develop new budget allocation models, and work to support rigorous financial planning processes and tools that integrate plans into long-range financial outcomes is a critical first step. The Vice President must have expertise in developing and leading financial planning models, deep knowledge and understanding of university enrollments and the translation into tuition revenue forecasts, the complexities of an R1 research institution, with a focus on predictive analytics, and experience in a state-related institution. The Vice President should also have broad financial analysis background and have demonstrated experience in linking budgets to financial forecast outcomes, including operating statements, balance sheets, and cash flow forecasts. Communication of complex financial data, including information for internal and external constituencies, rating agencies, and development of information in support of advancement activities will be a key responsibility.

Minimum Qualifications:

• Requires a bachelor's degree in business, public administration, or related field
• Minimum of 10 years of financial management experience with progressive responsibility
• Experience managing and leading others
• Demonstrated support for advancing diversity, equity, and inclusion
• Demonstrated expertise in financial modeling, process design, and financial analysis, including development of complex revenue, expenditure and cash flow models
• Demonstrated experience in presenting complex information to multiple constituencies
• Demonstrated expertise in managing in a complex environment
• Strong communication skills

Desired Qualifications:

• Prefer advanced degree in business, public administration, or higher education administration
• Demonstrated expertise in integrating enrollment models into a long-range financial plan
• Experience in a highly complex, research-intensive institution of higher education
• Experience in using IPEDs, benchmarking data, and other demographic information to develop predictive analytic models in support of financial planning
• Demonstrated experience in development of staff, and teaching new, complex approaches to financial management
• Experience evaluating, selecting, implementing, and training for new planning system tools
• Experience developing and supporting sophisticated presentations for rating agencies, investors, and underwriters
