Western Colorado University invites applications for the full-time position of Associate Vice President for Campus Operations and Construction. The position reports to the Vice President for Finance and Administration (VPFA), and supervises seven staff members. The Associate Vice President for Campus Operations and Construction (AVP) is responsible for the oversight of construction, trades, fleet, sustainability, custodial, and other operational areas to ensure a safe educational and living environment for Western’s students and staff. The position is also responsible for coordinating small and large capital projects, serving as the State Building Delegate and submitting private, state and federal grant requests such as the annual capital and controlled maintenance requests.

Duties

The AVP for Campus Operations and Construction oversees and manages all in-house facility projects. This includes overseeing and coordinating general campus planning efforts for both state buildings and auxiliary buildings, developing facility master planning documents, capital construction and controlled maintenance requests and program plans. This includes long range planning for deferred maintenance through data gathered from regular facility condition index (FCI) audits. Provides analysis and recommendations to the VPFA in development of financing plans for auxiliary buildings. Manages all funded projects, including specification development, design, construction, occupancy, and warranty management. Special projects may be assigned to the AVP, including development of utility easements, coordination of land use and zoning issues, as necessary, and pursuit of construction related grants.

The position is responsible for achieving optimal staffing levels, collaborating with others on programs for both routine and preventative maintenance, to effectively implement the goals and objectives of the facility department and provide the highest level of service to the University.  Ensures that department supervisors lead their teams productively and safely. This position develops performance plans and conducts annual evaluations, as well as develops recruitment and retention programs. Ensures that supervision and all actions affecting classified employees complies with the state COWINS partnership agreement. 

The position oversees campus purchasing, the University Center operations, risk management and insurance programs, as well as sustainability operations and solid waste management.

Minimum Qualifications: Bachelor’s degree in business administration, engineering, construction-related field, or other related field; or 10 years’ working experience in construction-related field. Proficiency with computing skills, including Windows, Word, Excel, and PowerPoint. Excellent communication, leadership, accounting and collaboration skills. Two years’ prior experience in high level management at a construction company, public works, or planning office. Must be willing to work weekends and evenings and travel as needed.  

Preferred Qualifications:  Master's degree in public administration, business administration, engineering, or architecture. Five years’ experience with State of Colorado capital construction and budget processes. Knowledge of Work Order software (TMA) and/or construction estimating software also a plus.
