The University of Maine at Fort Kent is seeking to hire a Registrar / Institutional Research (IR) Specialist. The Registrar /IR Specialist reports directly to the President/Provost. This position supervises staff within the Registrar's office and provides both traditional and online course offerings in a variety of formats. The position requires a unique combination of strong leadership, technical, and interpersonal skills. The Registrar must create and maintain collaborative working relationships with institutional leadership, faculty, and staff to support University programs and policies as established by federal, state, administrative, and academic entities. The Registrar acts as the central authority on academic policy and student records, and is responsible for the maintenance and integrity of all academic records, and the Student Information System in which they are stored. In the capacity as the IR Specialist, key responsibilities include generating university surveys and providing institutional data reports to inform and guide campus assessment.
Essential Duties:
- Oversees all operations in the registration process, including but not limited to record creation, academic calendar maintenance, priority registration scheduling, course schedule building, classroom assignment, final exam scheduling, grade processing, transcript issuance, and student enrollment verification.
- Supervises Transfer Officer and oversees all operations in the transfer credit process and prior learning assessment credit process. Responsible for timely transcript evaluation and posting of credit.
- Administers electronic course catalog entries in the Student Information System (SIS), updating entries as needed throughout the academic year. Develops and maintains the Academic Calendar in collaboration with other Registrars in the University of Maine System and directs publication of catalog to each institution's web site.
- Supervises institution's VA School Certifying Official (SCO). Stays up to date on required training and applicable policies for military and veteran benefits.
- Administers beginning of term processes in the SIS, including creation of terms and sessions, term activation of students, assigning permissions for students to register, and creating security roles for students.
- Administers end of term processes in the SIS, including repeat and replace processing, batch program discontinuation of inactive students, academic action processes, communication with students relating to academic actions, and Dean's List processing.
- Oversees degree audit functionality. Responsible for ensuring timely issuance of academic degrees and certificates while enforcing compliance with undergraduate catalog requirements. Directs production and mailing of diplomas.
- Submits regular enrollment files and degree verification files to the National Student Clearinghouse (NSC). Primary administrator of each institution's NSC account and all associated functionalities.
- Establishes and maintains collaborative and effective working relationships with a diverse group of leaders across the University of Maine System (UMS). Serves on various committees and advisory groups within the university as well as within the UMS, most notably the UMS Registrar Group.
- Serves as Security Liaison. Adds, maintains, and revokes security permissions as needed for all faculty and staff.
- Develops, evaluates, interprets, and enforces departmental, University, and UMS policies, procedures, and strategies relative to the academic mission of each university as well as the UMS.
- Serves as the Institutional Research (IR) associate. Responds to IPEDS, NECHE annual report, US News, Petersons, and Princeton Review surveys, et al. Compiles and publishes Common Data Set annually. Serves as IPEDS key holder. Provides ad hoc reports and IR services to other departments as needed.
- Enforces the provision of the Family Education Rights and Privacy Act (FERPA) and acts as each university's chief compliance officer for FERPA.
- Certifies participation eligibility for all student athletes in intercollegiate athletics.
- Provides technical leadership of SIS; participates in the evaluation of a variety of third-party software that connects to or integrates with the SIS.
- Manages the planning and execution of annual Commencement activities.
- Based on the qualifications and experience of the successful applicant, the salary range for this position is $55,000 to $60,000 plus a 10% employer contribution to the UMS retirement Additional benefits include medical, dental, vision, and tuition waiver programs for employees and dependents. Qualifications:
Required:
Bachelor's degree with progressive experience in a student records environment within an accredited higher education institution.
Ability to deal effectively with University faculty, students, administrators, and staff, as well as various outside organizations and agencies in enforcing key University academic policies.
Preferred:
- Demonstrated ability to identify needs for and implementation of improvements to policies, practices, and/or procedures.
- Experience with or knowledge of secondary to post-secondary dual enrollment and/or dual degree programs.
- Strong interest in acting as an advocate for both faculty and students through direct and indirect interaction.
- Excellent communication, leadership, and organizational skills.
- Experience managing complex records systems and computer systems in a student records office.
- Successful supervisory experience in a people-oriented environment.
- Excellent technical, analytical, and problem-solving skill
