Context of the Job:
The University of Delaware is a major land-grant, sea-grant, and space-grant research institution, with significant public funding. The University has a $1 billion budget and consists of ten colleges and various central units reporting to the President, Provost, and Executive Vice President.
Reporting to the Associate Vice President Chief Budget Officer, the Assistant Vice President of Academic Budget will have a primary focus on the academic organization including research institutes. The Assistant VP for Academic Budgeting will manage strategic budgeting, forecasting and analysis for the university's many colleges and academic support units including research institutes ensuring compliance with policies, procedures, and regulations. Specifically responsible for working with the provost areas in the strategic development, coordination, and monitoring of an all-funds budget, focusing on all sources of funds. The Assistant Vice President of Academic Budget will partner with the Provost and AVP Chief Budget Officer to implement and refine a transparent budget model that allows for shared accountability and aligns sound strategic financial planning with the University's mission and strategic goals. This includes strategic analysis at the department level linking revenue generation to strategic investments, consolidation, and communication of budget submissions from all units reporting to the provost.
Major Responsibilities:
- Lead the strategic process for preparing the University's academic annual all funds budget, including compiling budget preparation packages, reviewing, and prioritizing budget requests and preparation of various budgeting analyses.
- Analyze current and past academic trends in key performance indicators including all areas of revenue, expenses, and capital expenditures to inform the budget forecast.
- Liaison with members of Academic Executive Leadership regarding unit budgets and financial matters and assist them in the development of their budgets where necessary.
- Work collaboratively with the University's Data Analytics Team to enhance academic financial and operational reports for monitoring revenue and expenses.
- Assist Chief Budget Officer with academic presentations and analysis for senior leadership and the Board of Trustees.
- Analyze ROI on various academic initiatives and develop financial models and analyses to support projects.
- Analyze complex academic financial information and reports to provide accurate and timely financial recommendations to management for decision-making purposes.
- Oversee, develop, and communicate academic financial results including variance analysis and latest year-end projections for senior leadership.
- Assist the AVP Chief Budget Officer and Provost with special academic projects as needed.
- Responsible for gathering, analyzing, and reporting mid-year and year-end results compared to budget for all units reporting into the provost Office and research institutes which will inform senior leadership and BOT reporting.
- Coordinate the creation, implementation, communication and tracking of the University's budget model, using the budget model to distribute UDBM revenue.
- Collaborate with various units across campus in the automation of the budget model including development of metric reporting that will be utilized by senior leadership to make strategic planning and funding decisions.
- Monitor college & department level UDBM results in terms of enrollments to determine revenue generation at both the college and department which will inform strategic planning.
- Represent budget office on a wide range of planning matters, such as leading and/or participating in special projects, serving on university committees and ad-hoc teams, and making budget presentations to senior leadership.
- Participate in the coordination and creation of the University's long-range planning process as this relates to academic units.
- Monitors the Provost organization's current Fiscal Year budget and expenditures and recommends courses of action on various budgetary requests. Alerts Provost and AVP Chief Budget Officer of potential Provost units over expenditures of funds.
- Develops, communicates, and implements consistent standard operating procedures that College business officers and unit analysts that report through the Provost Office will be required to follow.
- Coordinates and complies the annual state special line epilogue required by the State of Delaware from Provost units that receive state funding and submits this information to the budget office for timely submission to the State Office of Management & Budget.

Qualifications:
- Bachelor's degree with concentration in accounting or finance preferred, and a minimum of eight years related experience, specifically in higher education.
- Demonstrated experience with the development and knowledge of principles and practices of Responsibility Center Management (RCM) including preparing budgets, forecasting and analysis.
- Evidence of advanced strategic, analytical, and critical-thinking skills to resolve intricate problems is critical.
- Ability to develop, execute and integrate complex financial analyses and prepare comprehensive budget summaries and projections.
- Skills in examining and re-engineering operations and procedures to implement new strategies.
- Effective interpersonal and communication skills. A strong collaborator with the utmost integrity and strong attention to detail and accuracy.
- Ability to exercise good judgment and discretion, especially with regards to sensitive or confidential personnel or organizational matters.
- Knowledge and experience working with and organizing large data sets including student metrics and general ledger data.
- Ability to analyze financial data and prepare financial reports, gather, and analyze statistical data and generate reports, statements and/or projections.
- Knowledge of computerized information systems used in financial and/or accounting applications.
- Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures, and backgrounds.
