The Director of Payable and Purchasing Services will report directly to the Assistant Vice President for Finance and Administration and is responsible for overseeing both the strategic and day-to-day operations within the accounts payable and purchasing areas of the college's Business Office. The focus of the position is managing the college's Procure-to-Pay (P2P) processes and to lead and support the payables and purchasing teams as they execute transactions in alignment with established college policies. Additional focus will be to lead the identification, design, and implementation of process and quality improvement initiatives. This position will also help serve as an escalation point to field questions and resolve issues for customer stakeholders across campus and key external vendors. 

Essential Functions:

• Provide functional management of the Procurement and Accounts Payable teams; direct strategic sourcing efforts on behalf of the college to better align purchasing strategies with institutional goals.
• Verify that purchasing and payable activities are complete and adhere to all applicable state and federal tax regulations, college policies, and internal control procedures.
• Serve as subject matter expert for both the payables module of the college's ERP platform and P2P processes within the Unimarket purchasing platform.
• Provide guidance and lead issue resolution with internal and external business partners, including requisition and purchase order issues, vendor related issues with invoices, and p-card card and expense issues.
• Ensure the College's compliance with all Federal, State, and local reporting and tax requirements, including, but not limited to: PA Sales tax, Escheat/Abandoned Property, payroll taxes; keep abreast of changing rules and regulations, GAAP compliance, FASB reporting standards, and P2P software updates.
• Train campus business partners on systems, policies and internal control procedures to safeguard the College's financial assets.
• Design, develop and implement changes to streamline the P2P process and drive process improvements with organization-wide impact.

• Bachelor's degree in Finance or Business Administration required. Master's degree preferred
• At least 5 years of experience in Finance, Business or Accounting
• Advanced knowledge of Google Suite applications
• Advanced knowledge of Microsoft Office Suite tools
• Intermediate knowledge of databases, specifically Banner and Unimarket preferred
• Certified Purchasing Professional or Manager - CPP/CPM preferred
• Strong understanding of integrated computer based accounting systems
• Strong knowledge of accounting concepts as they relate to the reconciliation of accounts.
• Ability to identify issues, obtain relevant information, relate and compare data from different sources, and identify alternative solutions.
• The ability and willingness to provide excellent service and to work in a collegial manner with students, faculty and staff, and other constituencies is essential
