DEPARTMENT OVERVIEW
Financial Accounting provides numerous systemwide support functions, including financial management and reporting in connection with employee benefits, debts, federal and other extramurally funded projects, endowment funds, and campus foundations. We oversee financial accounting policy, initiate changes to the Payroll/Personnel System, and develop systemwide policy and procedures regarding payroll, disbursements and tax matters. For UCOP, we operate the shared administrative services center.
POSITION SUMMARY
The UC Office of the President is looking for a strong tax and finance professional to fill our Tax Compliance Manager role. This is a great opportunity to use your skills in service of the one of the world's leading university systems. Our Tax Compliance team serves as a centralized resource for tax professionals at all UC locations, coordinates campus Disbursements and Travel managers, and serves as a policy resource for UCOP's Business Resource Center. Overall, the team serves as the tax resource for systemwide global tax initiatives. As the manager of this team, you will lead a group of strong professionals supporting these initiatives, and the mission of the university.
Responsibilities 30%INCOME TAX AND DISBURSEMENTS: Preparation and review of tax records to be filed by the University on a consolidated basis with appropriate taxing authorities, including for-profit subsidiaries. Ensures the accurate compilation, analysis and reporting of tax data. Advises central unit and other UC tax professionals for compiling statewide returns. May become actively involved, as required, to meet schedules and resolve problems. Assists in the development of policies and procedures related to vendor payments and campus accounts payable systems, including invoice processing, freight and shipping, leases and installment purchase contracts, procurement cards payments, etc. Develops policy on payments to non-resident, non-employees, for state income tax laws; develops written procedures implementing transient occupancy tax, and State/ Federal excise tax changes. Assists in the coordination of Disbursements Performance Measures. 25%MANAGEMENT OF STAFF: Manages, through subordinates, the coordination of activities of the department with responsibility for results in terms of costs, methods, and employees. 15%POLICY: Develops and maintains Business and Finance Bulletins under the responsibility of the CFO division; serves as the Accounting Manual editor. Actively participates in the Policy Advisory Committee as the CFO Division representative. 10%AUDITS AND SPECIAL PROJECTS: Participates in annual audits and special projects. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Participates in the development and monitoring of policies and procedures for department or department operations. 10%TAX ANALYSIS: Analyses the impact of changes in the IRC and State tax laws related to University policies such as: travel, entertainment, gifts, faculty rental housing, executive automobile, Administrative Fund, worker classification, membership in organizations, meal and housing perquisites, moving and relocation, scholarships and fellowships, non-cash awards, etc. Update the Accounting Manual, Business and Finance bulletins, Sales and Use Tax Manual, and related policies to incorporate tax and other changes. Responds to campus inquiries on tax matters, including Form 1099 reporting and backup withholding, sales and use tax, excise tax, and other tax questions. Coordinates annual reconciliation of Senior Management Group forms W-2, preparation of President/Chancellor housing and tax reports, and prepares related analysis. 5%REPORTING: Meets all government reporting requirements. Coordinates filing of systemwide tax credit opportunities and ensures compliance with the employer reporting requirements of the Affordable Care Act. 5%SUBJECT MATTER EXPERT: Acts as tax-related subject matter expert for UC Path and University payroll policies and procedures. Analyze various investment issues related to the issuance of University debt working closely with the Chief Financial Officer. Research and understand arbitrage rebate regulations and issues. Required Qualifications - Expert knowledge of financial transactions and financial systems, as well as related policy, and regulatory compliance requirements.
- Expert knowledge and experience in taxation, especially tax issues affecting colleges and universities.
- Significant experience with financial modeling.
- Ability to successfully persuade, negotiate, justify, propose, and document a variety of management issues. Active listening skills and ability to communicate in a direct and persuasive manner within the highest levels of University administration. Ability to handle sensitive organizational issues with tact, diplomacy, and confidentiality.
- Strong inter-personal skills, service orientation, and ability to multi-task effectively in a varied, high volume environment.
- Advanced judgment, decision-making and reasoning skills. Proven ability to develop original ideas to solve problems.
- Ability to research, gather and integrate information from a variety of sources and recommend reasonable alternatives
- Excellent attention to detail, as demonstrated by regularly verifying all work thoroughly to ensure accuracy.
- Excellent written communication skills. Ability to edit drafts prepared by others and communicates changes to authors. Ability to make effective oral presentations.
- Demonstrated proficiency using Microsoft Word, Excel, and Access to prepare correspondence, spreadsheets, and databases in order to store and retrieve program data.
Preferred Qualifications - Knowledge of UC payroll systems preferred.
Education - Bachelor's degree with a major in business administration, economics, accounting, or an allied field and a minimum of 10 years progressive experience in taxation.
- Master's Degree in Taxation and/or CPA certificate preferred.
SALARY AND BENEFITS
Salary: $160,000 - $190,000
