The University of California San Francisco is seeking to hire an Assistant Vice Chancellor for Strategy and Business Transformation (AVCSBT). Reporting to the Senior Vice Chancellor for Administration and Finance (SVCAF) the AVC is responsible for providing strategic advice and guidance to UCSF leadership in the digital transformation of University administrative services and will lead broad organization-wide change initiatives with significant campus-wide and enterprise-wide impact. The AVC will lead the campus Program Management Office (PMO), an internal business advisory unit comprised of approximately 15 skilled professionals who provide consulting services to the UCSF campus. The AVC and PMO work directly with schools and central leaders and their department staff to implement both campus-wide and unit-specific operational improvements. The PMO’s services encompass the planning and implementation of a wide spectrum of strategic, organizational and operational improvements designed to improve the efficiency and effectiveness of UCSF’s operations. Specific services include:
Strategic Planning, Initiative Envisioning and Preliminary Project Scoping
Organizational, Process, and Technology Assessments
Business Process Improvements
Program Design and Implementation
The successful candidate will serve as a member fo the SVCAF Executive Team which works as a collective to continuously improve UCSF's infrastructure, community and resource stewardship.
The AVC is viewed as an expert in programmatic planning and execution, and regularly called upon to provide services to support initiatives related to strategic planning, business systems planning and implementation, process improvement, and organizational restructuring. The AVC uses their deep expertise to influence multiple stakeholders at all levels to support and participate in the various business transformation initiatives underway at UCSF.
The AVC is regularly consulted by campus leaders on issues in their own respective functional areas and participates with other senior managers to establish plans and objectives for organizational development, effectiveness and strategic planning. The AVC is known within the broader UC community and called upon for input and counsel on organizational, business and technology change.
The AVC manage a team of approximately 15 department employees, and a portfolio of dozens of projects annually; extending leadership and governance influence to a number of employees throughout the enterprise who would be temporarily participating on programs led by the PMO. The AVC is responsible for financial management of the PMO recharge consulting business, and of projects and programs managed by the PMO.
Key priorities for the role of the AVC include:
Providing executive leadership and support for the digital transformation of University services considering both process improvement and all end-user experiences;
Facilitating the continued adoption and deployment of LEAN methodologies in the UCSF divisions and departments;
Developing a vision and business plan for the continued growth and development of the PMO as a service to the entire UCSF campus enterprise;
Expanding the identity of the PMO to include strategy and transformation, organizational change management, user centered design expertise and methods; and
Continuing to recruit, retain and support a high performing team of consultants.

Required Qualifications and Essential Experiences
Competitive candidates will have a minimum of 10 years of related experience and a bachelor’s degree. Additional required qualifications include:
Experience in providing organizational consulting, including strategy development, process improvement, systems planning and organizational change management.
Experience managing a portfolio of large, complex programs and ability to establish repeatable work processes and metrics to measure client satisfaction and effectiveness of contributions.
Demonstrated success working in a complexed, matrixed organization to get work done.
Demonstrated ability to work collaboratively and act persuasively in sensitive situations; and skilled in conflict management techniques.
Excellent skills in analysis and decision-making, facilitation and ability to lead by influence.
Knowledge of critical administrative operations areas (e.g., HR, Finance, Supply Chain, etc).
Experience in department management, including staff recruitment and retention and financial management.
Advanced project management skills and exceptional interpersonal and communications skills.
Successful candidates will have many of the following preferred experiences:
Experience in key business operations area (E.g., Finance, Human Resources, Research, etc) Finance/Administration.
Customer facing experience in a consulting or program management type operation.
Experience deploying LEAN or similar process improvement methodologies in a complex environment.
