The director of disbursements is responsible for oversight and coordination for all aspects of disbursement management, which includes accounts payable and State payroll disbursements. Directs day to day functions of these operations to ensure efficient use of resources, accurate and timely reporting and effective delivery of services to internal and external customers, vendors and employees. This position is responsible for supporting disbursements by performing high level and complex accounting within the public higher education governmental industry and its standards. The director of disbursements will be involved in the tasks and projects that support various accounting and other functions within the accounting and payroll department as determined by the controller and includes, but is not limited to, an increasing growing proficiency of the PeopleSoft System (e.g. General ledger, accounts payable) and other information systems, including Human Resources/Compensation Management System (HR/CMS), Massachusetts Management Accounting and Reporting System (MMARS), the Commonwealth Information Warehouse (CIW), and CFRS for analysis and reporting purposes. This position is also involved in monitoring internal controls within the department and growing and maintaining productive working relationships with customers, vendors and employees as well as with departmental staff.
A bachelor's degree with a major in accounting
Minimum of ten years of full-time, professional, progressive experience in accounting or auditing with demonstrated technical competence within in a non-profit/governmental fund accounting environment and includes disbursement responsibilities which include both payable and payroll functions
Minimum of three to five years of supervisory or managerial experience; proven ability to manage, supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and /or evaluations
Experience in applying generally accepted accounting principles (GAAP), financial accounting theory and practice and, experience with governmental accounting standards (GASB)
Knowledge and understanding of the Commonwealth of Massachusetts reporting system (MMARS) and state appropriations
Knowledge and proficiency of PeopleSoft and/or Oracle
Strong preference for experience within a complex and large within in a large public higher education or non-profit organization
Proficiency using SQL query reporting utilities and tools
Advanced experience with large volume computer-based vendor payment and employee payroll systems
Ability to independently and accurately query and extract data from relational databases for multiple business purposes and convert to functional report formats and explain conclusions
Advanced Proficiency using Microsoft Office suite such as Outlook, Word, Excel, PowerPoint and Access
Demonstrated success as a highly effective and efficient problem-solver and team builder with keen decision making skill, strong team leadership skill and supportive, team-oriented management style
