Bloomsburg University is seeking a visionary, strategic, thoughtful, and collaborative leader to serve as the Associate Vice President for Human Resources/Chief Human Resources Officer (CHRO). This position, reporting directly to the Vice President for Administration and Finance, is a new position that serves as the most senior human resource officer and a member of the President’s Leadership Council. The AVP-HR/CHRO excels at guiding the leadership team, leading change, and executing a progressive and comprehensive human resources program.
The new AVP-HR/CHRO is charged with creating a vision for human resources for the entire university, as well as others that it serves (currently Mansfield University). This includes building a recruitment, onboarding, and retention strategy and strengthening the work and professional development experience for faculty, staff, and student employees. Building an inclusive environment to attract, value, and retain employees is paramount. The AVP-HR/CHRO leads a team of HR professionals and clerical employees in all functional areas and is responsible for delivering an aligned HR strategy while ensuring HR operational excellence in the areas of the employee lifecycle experience including recruitment, selection, and onboarding, staff training and development, classification, employee and student payroll, benefits administration, customer service and transaction processing, labor and employee relations, complement control and labor cost management, and legal compliance.
Key duties include:
Vision/Strategy: Design, implement, administer, and assess a comprehensive human resources program through use of policies and procedures, processes, and data systems to make Bloomsburg University, and others it serves, an employer of choice. Work with senior leadership to translate overall strategic vision into forward-thinking HR operational plans.
Recruitment, Selection, and Onboarding: Execute university approved search and screen processes, based upon the applicable collective bargaining agreement or policy, for all permanent and temporary faculty and non-instructional positions. Establish and maintain a merit system of selection for non-instructional employees which includes advertising, interviewing, and testing in selected cases. Work with foreign national faculty candidates in the sponsorship for employment visa process.
Staff Training and Development: Plans, coordinates, and assists in training activities of staff management and administrative employees. Develops and administers extensive orientation programs for new employees.
Classification: Maintains the classification system through job audits either self-initiated or requested by employees or management. Determines appropriate classification for staff, management, administrative and professional, non-instructional positions.
Employee and Student Payroll: Administers the payroll functions for all salaried and wage employees and student employees. Administers leave programs including policy enforcement and balance accounting.
Employee Benefits Administration: Administers the complete employee benefit program; provides problem-solving counseling. Represents the University at Unemployment Compensation and Workers’ Compensation hearings.
Customer Service and Transaction Processing: Processes all personnel transactions of employees in a timely accurate manner ensuring that the personnel histories are accurate; analyze and measure transaction processing and consistently seek to improve and develop state-of-the-art HR processing technologies.
Labor/Employee Relations and Legal Compliance: Administers and interprets collective bargaining agreements; serves as an advisor to managers, supervisors, and an executive management team. May serve as management representative in the grievance procedure. Participate in system-wide negotiations as needed. Develops, administers, and interprets Commonwealth, PASSHE, and University Policies, Management Directives, and personnel rules. Serves as a problem-solving agent and utilizes resources such as the State Employee Assistance Program (SEAP). Monitors employee performance and makes recommendations for corrective action as needed. Ensures legal compliance in recruitment selection, benefits, payroll, and other related areas; with the Interim Director of Social Equity may interface with government agencies including PHRC, EEOC, DOLI, and others.
Complement Control and Labor Cost Management: Maintain control of the salaried and wage complement and advise management when new position requests exceed complement level. Forecast and maintain staffing salary and benefit budget projections and revise when applicable.

QUALIFYING EXPERIENCE / EDUCATION:
· Master’s Degree in Business, Human Resources, Labor Relations, or related field.
· Minimum 8 years progressive responsible experience directing a comprehensive Human Resources Department in the role of a Human Resources Manager, Assistant Director, or Manager of a Human Resource functional area.
· 2 years’ experience in a unionized/staff association environment.
· 2 years’ professional employee relations experience.
· Experience in HR customer service database applications.
Preferences / Desirable Qualifications
· Experience in SAP.
· Society for Human Resource Management (SHRM) certification.
· Senior Professional in Human Resources (SPHR) certification.
· Demonstrated strong leadership, organizational, and management skills.
· Demonstrated excellent interpersonal and communication skills, and the ability to maintain a high level of confidentiality.
· Demonstrated experience with assessing outcomes.
