Vice Chancellor for Business and Finance
Elizabeth City State University (University of North Carolina System)
The Vice Chancellor for Business and Finance is a senior level administrator responsible for ensuring the sound fiscal and operational management of the university’s monetary and physical resources, providing and enhancing quality financial and physical support services, coordinating the university’s budget process and activities, and implementing and maintaining adequate systems of internal control. This position oversees budgeting, financial management, contracts and grants, procurement, compliance, real estate management, dining services, and auxiliary services. The Vice Chancellor chairs the Business and Finance Planning Council, and serves on the Chancellor’s Cabinet and the University Administrative Council.

Master’s degree in business/accounting and/or CPA or other relevant field. At least seven (7) years of experience as an administrator in a significant budget or fiscal position in post-secondary education, the public sector, or non-profit corporation. Must have demonstrated supervisory ability, and strong communication and interpersonal skills should be evident. Must have an excellent concept of customer service and the ability to work well with a wide variety of internal and external constituencies. Knowledge of auditing principles and practices, including financial, NCAA Athletics and federal and state compliance (OMB A-110, A-133 Audit Guidelines and A-21 Cost Principles) for sponsored programs and Title IV Federal Financial Aid programs. Knowledge of institutional organization and management. Personal character that conveys strong interpersonal skills and high emotional intelligence, integrity trust, diplomacy, collaboration, and negotiation skills. Foster an environment of mutual trust and transparency, including personal credibility and integrity among stakeholders. Provide guidance and direction to employees; demonstrated success in developing, engaging, mentoring, and motivating teams. Provide strong written and oral communication skills, both internally and externally. Ability to work with constituents with varying motivators, goals, and perspectives to gain consensus and keep projects moving forward in a positive manner. Comfortable with and experienced in leadership roles related to change management around improving business operations to ensure that business systems and processes are efficient, effective, and compliant. Possess the ability to effectively and efficiently interpret policies and procedures to faculty, staff and students as well as parents, alumni, and friends. Possess strong leadership skills and business acumen, exhibiting effective demonstration of consistency and integrity. Ability to develop teamwork, pride and integrity within the Vice Chancellor’s immediate staff. Familiar with capital financing, including tax exempt debt issuance, cost of issuance debt covenants and debt coverage ratios. Ability to monitor, report, and resolve compliance issues related to debt imposed restrictions. |
