West Chester University of Pennsylvania's Department of Public Safety invites applications for the position of Associate Vice President for Public Safety and Risk Management. This is a full-time, twelve-month management position with full benefits.
Reporting to the Vice President of Finance and Administration, the Associate Vice President for Public Safety and Risk Management directs the administration, planning, organization and management of a comprehensive police, public safety and risk management organization that strives to maintain a safe and secure environment for the University’s campus community. Public Safety responsibilities include crime prevention and education, community policing, law enforcement, emergency management, event security management, investigations, security policies and plans, security assessments, and regulatory compliance at the federal, state and local levels.
The Associate Vice President proactively develops strong partnerships and collaborations with Student Affairs, University Affairs and other senior leadership at the University, and will also serve as a liaison to external community partners such as local law enforcement and emergency management agencies. This individual provides strategic advice and counsel on a wide variety of policy and compliance matters.
Provides strategic leadership and institutional oversight for all University Public Safety units to include: Police, Security, Electronic Security Systems, and Parking Services. Directly supervises the Chief of Police, Electronic Security Manager, Parking Services Manager, and an administrative support position.
Provides leadership toward developing and implementing departmental mission, vision, and values that support the University and the Division.
Ensures effective implementation of risk management programs and procedures for the campus community. Partners with outside Enterprise Risk Management consultants to proactively identify risks and to develop programs and procedures to mitigate determined potential risks.
Adheres to reporting requirements as mandated by federal, state, and local agencies. Maintains statistics and publishes the annual Cleary report to comply with the federal law statues regarding Student Right-to-Know, Crime Awareness, and Campus Security Acts.
Creates and implements programs and services to maintain/increase safety and security and mitigate associated risks management issues across campus.
Conducts on-going review of programs and services offered throughout all designated areas of Public Safety to ensure success. Develops associated metrics to effectively identify areas of success and areas where improvement is needed.
Ensures that both the Public Safety staff and the campus community are offered and obtain the necessary trainings, tabletop exercises and drills in order to foster a safe and secure campus community.
Plans, develops and monitors the budget for associated areas.
Bachelor’s degree required. Preference will be given to candidates with a bachelor’s degree in Criminal Justice, or a related field.
10 years of progressively responsible experience in public safety (law enforcement, security, emergency management).
Five years of supervisory experience.
Excellent administrative, supervisory, and strategic planning skills; and the ability to respond to crisis/emergency situations.
Experience with risk assessment and mitigation, security systems and technology and public safety communications.
Extensive knowledge of campus crime prevention, 21st century community policing, physical security, emergency preparedness, incident command, Title IX and the Jeanne Clery Act.
Proven success in working with stakeholders with diverse backgrounds, including students, parents, faculty and staff at a college or University.
Proven success in the recruitment, development, and retention of diverse workforce unit.
Commissioned or commission eligible in the Commonwealth of PA
IACLEA Program Manager accreditation
Salary commensurate with experience.
