Lincoln Land Community College (LLCC) is currently accepting applications for a Director-Budget and Fiscal Services to oversee and direct preparation of the College’s annual operating budget ($40 million); oversee grants, contracts, purchasing, and fixed assets.
This position reports to the Associate Vice President-Finance and essential job responsibilities include:
Direct and oversee annual budget development in accordance with legal requirements. Submit documents (including all institutional operating and capital budgets) in a timely manner to College Board of Trustees, ICCB and other external agencies
Conduct necessary fiscal analysis. Develop and design methods and procedures for collecting, organizing and interpreting data. Collaborate with and advise the Associate Vice President-Finance on issues concerning budget and financial condition. Design analytical tools and collect, analyze and interpret data to prepare statistical and narrative reports. Perform research and provide analysis to evaluate programs and make recommendations. Identify, gather and summarize data for forecasting short- and long-term revenues and expenditures. Provide analysis of financial information for long-range planning.
Direct Capital Projects FFE budgets. In collaboration with Associate Vice President-Finance, design and develop processes and financial planning models to calculate budgetary needs for furnishing and equipping capital projects. Lead campus constituents in budget development process to ensure adequate physical resources are secured for campus capital projects.
Provide leadership to Budget Coordinator in: monitoring of institutional budgets and budget review; overseeing the preparation of necessary adjustments; developing salary budgets for all institutional positions; developing and filing of legal budget and tax levy documents for submission to Board of Trustees, ICCB and all taxing bodies with District 526; position control (salary lapse monitoring); and overseeing the transfer of all budget funds.
Oversee and direct work of Purchasing Manager: In college bidding process, RFP and RFQ process; ensure that all purchasing is in compliance with Community College Act, ICCB regulations and GASBaccounting standards; and oversee coordination of activities between the purchasing department and property control.
Oversee and direct work of Property Control Technician: develop, coordinate, maintain and retain an inventory record and fixed asset control system and ensure proper classification of equipment in conformance with the Illinois State Property Control Act and college policies.
Provide oversight and direction to the financial management of assigned auxiliary units, including Bistro Verde (culinary restaurant) and special events, and provide leadership in the development of financial planning models to promote fiscal accountability in the above auxiliary units.
Salary will be commensurate with education and experience but will be no less than $61,768 per year with an excellent benefit package. Interested candidates must apply by September 15, 2019.
Bachelor’s degree in accounting or business
CPA or MBA with experience in educational setting in budget and fiscal analysis is required.
3+ years of experience in fund accounting
Experience with relational databases, including designing, developing and analyzing fiscal position
Prior auditing experience and working knowledge of community college finance, planning and budget management principles, policies and legal requirements, purchasing and inventory management as applied to government institutions is desired.
Experience using Ellucian Colleague ERP is preferred.
