Supervise the day-to-day operations of the buyer staff and manage the process for procuring commodities or services. Includes prioritizing commitments, reviewing and fine-tuning specifications, issuing and review of formal solicitations, issuing quotations, the issuance of requisitions and purchase orders. Serve as mentor and facilitator for staff related to general and specific procurement matters.
Responsible compiling and analyzing procurement data to prepare documentation and reports regarding the College's procurement expenditures across all budgets. Includes spend analysis, supplier management, adherence to procurement contracts and reports to the Administration and Board of Trustees.
Work with and train staff to establish and maintain strategic vendor partnerships and alliances that provide increased value and efficiency. Identify and develop sources of supply; prepare, issue, and analyze vendor's quotations; negotiate, award, and insure compliance with all purchase orders and resulting contracts. Write specifications and prepare formal solicitation packages beyond the capabilities of the buyers.
Develop and maintain working relationships with all departments related to procurement. Represent purchasing on campus and departmental matters related to procurement issues. Serves as the primary point for procurement problem resolution.
Maintain department records, forms, and templates, manage required updates in Banner and the eBidding software systems.
Prepare agenda items and recommendations to the VCFA and Chancellor for Board submittal, including purchasing requests and construction related requests.
Create specific short term tactics and long term procurement strategies and processes as required to support the College's strategic plan.
Additional Job Functions:
Manage record retention of all contracts and purchasing documents in accordance with College retention policies.
Participate in process meetings and teams focused on implementing innovative changes to the College's processes and procedures.

Excellent written and oral communication skills
Knowledge of Texas public procurement laws and practices.
Ability to evaluate supplier responses and make recommendations utilizing standard procurement best practices.
Experience and ability to investigate, negotiated and resolve supplier issues.
Ability to speak before and communicate effectively with large groups of people with diverse levels of responsibility and interests.
