Rutgers, The State University of New Jersey, is seeking applications and nominations for the position of Chief Budget Officer.

The Chief Budget Officer (CBO) provides leadership and management of the University Budget Office (UBO). The CBO will be a strategic-thought partner for the Vice President of Finance and Budget by providing consultative advice on all matters related to budget and planning. This individual will develop budget practices and policies for the entire University, influencing people throughout the University and driving operational excellence to realize strategic objectives. This individual will be responsible for implementing policies as they relate to budget, financial planning and reporting. This position will be a strategic partner with the Vice President of Finance and Budget in developing plans for senior leadership and the Board of Governors, and will also make organizational planning recommendations regarding UBO. The CBO will oversee 13 people in total: 7 analysts in the CBO and 6 individuals in the University Finance and Administration Shared Services Unit.
This individual will oversee the daily activities of UBO and will manage seven analysts. The CBO will facilitate the development, implementation and management of the University’s annual budgets and long-term financial plans, including the creation of quarterly budget reports and variance analysis. The CBO will evaluate the effectiveness of the policies and procedures of UBO and the effectiveness of all budget staff. This individual will independently create and implement a staff development program and will be accountable for ensuring that all budget staff are properly trained to meet expectations.
Additionally, the CBO will oversee the University Finance and Administration (UFA) Shared Services unit, which is led by a Director. The unit consists of shared services for business operations, human resources, budget and finance and information technology, serving both UFA operating units and the Project Management Office. The unit is staffed by a total of six individuals.
REQUIRED QUALIFICATIONS AND EXPERIENCE
Bachelor’s degree in finance, accounting, business administration, or a related discipline. Master’s degree preferred.
A minimum of eight years of progressively responsible budget and finance related experience in a complex and large higher education institution. Relevant experience with Responsibility Center Management budget models is preferred, but not required.
Outstanding financial analysis and modeling skills required, including variance analysis, financial statement analysis, and the ability to design and prepare detailed financial reports and analyses. Relevant experience working with restricted and unrestricted funds is important
Demonstrated track record of incorporating best practices, optimizing reports, and implementing software tools and systems, preferably with direct Hyperion
