This position is responsible for the supervision, management of the college’s accounting, and payroll functions. This position has oversight of grant accounting, accounts receivable, third party billings, bank reconciliations, SWIFT to ISRS reconciliations, student payroll, financial reporting, and payroll.
The position ensures the college is incompliance with college policies and procedures, Minnesota State Colleges and Universities policies and procedures, federal regulations and state statutes. In addition, it is the responsibility of this position to identify weaknesses in the business practices and internal controls of the college and then design and implement improvements by redirecting and training business office staff.
This position works closely with the Vice President of Finance and Administration, Director of Finance and the Purchasing and Auxiliary Services Supervisor.
Supervision of the accounting and payroll functions for the college. This includes hiring, coaching, developing, promoting, rewarding, assigning and reviewing work, directing staff, providing discipline, suspending and discharging if necessary.
Completing performance evaluations and development plans.
Provide leadership and oversight to the following areas: accountants, accounts receivable, collections, payroll, student payroll, the tuition window, third-party billing, refund and financial aid disbursements and the daily reconciling of college receipts.
Each semester set-up all of the tuition calculation tables. Make modifications to the tables as needed. Ensure proper tuition rates, standard and special course fees are loaded each semester.
Coordinate the preparation of the college’s financial statements and other internal and external financial reports. Submit documentation to Minnesota State’s financial reporting unit (FRU) as requested. Review the various schedules prepared by the FRU for accuracy. Prepare and submit documentation to the financial statement auditors.
Coordinate and monitor the Refund or Late Withdrawal Petition Process.
Develop fiscal policies, procedures and guidelines.
Ensure the college complies with unclaimed property regulations.
Ensure the college complies with collection laws and regulations, along with the Minnesota Department of Revenue policies and procedures.
Manage the Registration Cancellation for Non Payment process for the college. Each semester making sure, the dates are properly communicated to students and the college community, as well as other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.
Minimum Qualifications:(expected to have to enter job)
Bachelor’s degree in accounting, finance, business administration, or closely related field.
A minimum of 5 years’ experience in accounting, finance, or closely related area.
A minimum of 2 years’ experience supervising accounting, business, and/or finance professionals.
Knowledge of financial management information systems, including accounting, finance, and personnel modules.
Knowledge of Generally Accepted Accounting Principles.
Ability to plan, assign, coach and direct the work of a large number of professional and semi-professional accounting employees.
Ability to develop and implement procedures to increase effectiveness and efficiency of employees.
Ability to prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions.
Good communication, speaking, writing, and listening skills.
Ability to establish and maintain effective working relationships with managers, public, and other employees
Strong computer skills in the following programs are essential:
Databases (Brio/Hyperion, Access)
Word Processing (Microsoft Word)
Operating Systems (Microsoft Windows)
Preferred Qualifications: (desired but not expected to have to enter job)
Master’s degree in accounting, business, finance, or related area.
Certified Public Accountant (CPA)
Supervisory experience in a collective bargaining environment.
Working knowledge of SWIFT, SCUPPS, SEMA4, and ISRS
Knowledge of Minnesota State policies, procedure and practices
Experience in Higher Education
