SUMMARY OF POSITION Reporting to the Vice President, Human Resources, the AVP of human resources is responsible for the implementation and oversight of HR operational priorities as assigned by the VP of HR in support of those strategic human resources goals in alignment with Bellevue College's goals and strategic plan. This is a newly created position specifically designed to establish a succession structure within the BC Human Resources department. The ideal candidate will be an individual who possesses the requisite attributes to grow and develop into the next VP of HR.
The Associate Vice President will collaborate with key Director-level operational leaders across the college to ensure that relevant HR policies and procedures, and operational support practices are current, clearly defined, and are consistently and appropriately administered. Under the direction of the VP of HR, the Associate Vice President is responsible for the development, administration and oversight of formal and human resources systems, programs, and services in support of timely and customer-centric delivery of all employment and personnel operations of the college. The Associate Vice President directs professional HR staff who are responsible for the administration of HR functional areas, including: recruitment and employment; payroll, compensation and benefits administration; contract and labor relations; employee relations; training and employee professional development; and affirmative action/equal employment opportunity, and compliance with all federal, state, and local laws and regulatory requirements.
Essential Functions/Typical Duties
Under direction from the VP of HR, the AVP of HR leads the implementation and administration of the department's operational strategies and practices to improve the department's effectiveness and efficiency in the delivery of timely professional, customer-centric human resources services, systems, and programs.
Collaborates with college governance councils and key Director-level department leaders to ensure that the College's goals and values of equity, inclusion and diversity are reflected in the demographics of its student body and workforce, and fosters a working and learning environment that is safe, and free from all forms of harassment and discrimination.
Ensures the college has in place appropriate operational practices and resources to support effective and timely recruitment and hiring practices and outcomes; and productive retention strategies including: training, and professional development resources and programs; and market competitive, transparent, fair and equitable employee compensation and benefits programs, structures and practices.
Provides collaborative oversight with college department leaders to assess, and ensure the effectiveness of the college's programs and practices for staff professional development, onboarding of new employees, and timely, consistent performance evaluation and feedback practices.
Ensures supervisor training and compliance with CBA provisions, and state and federal regulations.
In collaboration with the Title IX Office, administers and oversees the college's complaint management systems, policies, practices, investigations, and required training and reporting guidelines. Supports informal and formal processes for the resolution of disputes and provides consultation to supervisors and employees as needed for progressive discipline and other preventative measures as defined by Bellevue College policies and procedures.
Oversees the development and maintenance of relevant HR dashboard data management and reporting practices to ensure the availability of timely and accurate documentation of HR operations, and relevant workforce assessment information for planning and systems improvements across all operational functions of the HR department.
Represents the VP/HR and/or college, as needed or assigned, at Human Resources Management Commission (HRMC), and other local, state and national organizations.
Perform related duties as required or directed by the VP of HR.
BA degree (or experiential equivalent) in business, human resources management, public administration, organizational development or a related field from a regionally- accredited college or university.
Five or more years of progressively responsible experience in human resources, including three or more years of supervisory and management experience.
Experience with labor negotiations, and with dispute and grievance resolution.
Experience with attracting, developing, and maintaining a diverse workforce.
Demonstrated leadership, management, interpersonal, communication and problem-solving skills and attributes, combined with a collaborative work style.
Ability to articulate a commitment to equity and pluralism.
MA, MBA, or other advanced degree in human resources management or related field.
Experience working in a higher education environment, or other public agency organizations.
Experience with automated management information systems.
