The successful candidate will be an influential and energetic leader, who has successfully created and implemented strategies to ensure valuable procurement services are delivered in an effective and efficient manner relative to benchmarks and procurement metrics.
As a key member of the Vice President for Administration and Finance's leadership team, reporting directly to the Vice President for Administration and Finance, the Assistant Vice President of Procurement and Strategic Sourcing will have responsibility for leading a talented professional team providing services and support to ensure the University obtains the best value in procuring the goods and services and lower the total cost of ownership and will implement process improvements that increase operational efficiencies, ensure accuracy of data, and promote a positive customer experience. This position will have oversight of the policies, procedures, business processes and systems that assure the integrity of procurement and strategic sourcing, as well as compliance with applicable laws, policies and regulations for UMD.
Primary responsibilities for the AVP include:
Issue appropriate contracting approaches and methods, design of overall project plans and strategies, and contracting techniques to meet mission, program goals, requirements, and time frames. Develop and implement metrics to measure the department's performance toward University goals and benchmarks with peer institutions;
Direct the development of new procurement programs, systems and processes to improve efficiency, quality and customer responsiveness. Represent the University in solving problems and explaining acquisition requirements. Ensure customers and industry representatives understand contract pricing and other contractual matters;
Develop and lead procurement agenda and presentations for the USM Board of Regents and the Maryland Board of Public Works, and represent UMD and USM at meetings as needed;
Promote outreach to MBE and SBE entities as necessary to achieve goals or comply with mandates for participation;
Oversee central receiving, transportation/delivery, general stores and surplus property operations teams.
Candidate Profile & Qualifications
The selected candidate will demonstrate evidence of many of the following qualities:
Bachelor's Degree required; Fifteen (15) years of progressively responsible leadership in relevant procurement, vendor negotiations and contract administration, overseeing multiple financial and operational areas in a similarly complex organization; demonstrated experience facilitating and leading change management initiatives and experience in leading and managing sourcing projects and supporting cross functional internal organizations; Expertise in multiple direct/indirect categories, such as IT, HR, legal, marketing, travel, benefits and facilities;
An advanced degree in public administration, supply chain management, business administration or other applicable area of study is preferred and certification from an accredited procurement program such as Certified Purchasing Manager (CPM), Certified Professional Procurement Officer (CPPO), Certified Professional Contracts Manager (CPCM), National Contract Management Association (NCMA), Certified Associate Contracts Manager (CACM) or similar Federal government certification is preferred.
