The University is located in the city of Radford (population 15,859), 36 miles southwest of Roanoke, Virginia, on Route 11 and I-81 in the New River Valley, close to the beautiful Blue Ridge Mountains of Virginia.
Radford seeks an experienced and collaborative professional to provide leadership and direction for all aspects of budget development and monitoring, financial planning, forecasting, and legislative analysis. Reporting to the Vice President for Finance and Administration, the University Budget Director will be responsible for monitoring appropriation levels for operating and capital funds, tracking revenue projections with actual collections, assessing the effectiveness of current practices, processes and systems and identifying areas for improvement. This position will direct the development of the university’s overall operating budget; direct the allocation, monitoring, and evaluation of the university’s internal budget to ensure adequate funds are available; monitor revenues and expenses for conformance to budget; develop recommendations for budget adjustments as appropriate; coordinate detailed financial research and analysis to benchmark the university with peers; oversee strategic budget modeling, annual budget development, and position control; and track policy and legislation decisions to make recommendations to the administration based on approved actions.

Required qualifications include an advanced degree in Business Administration, Public Administration, or related field, or training and work experience at a level which equates to an advanced degree. The successful candidate will have demonstrated experience working with the financials of a large scale organization. Ability to track, read, interpret, and analyze funding policies and legislation and make recommendations on actions needed to ensure sufficient funding is available to address requirements. Excellent oral, written and interpersonal communication skills; demonstrated ability to write in a concise, well-thought out manner. Ability to respond to inquiries from internal and external constituents in a professional, timely, and concise manner. Demonstrated ability to analyze financial data and knowledge of automated financial accounting systems and Microsoft Office software. Demonstrated ability to work in a fast-paced environment, adapt to and facilitate change, and to work independently or as part of a team. Strong ability to plan, implement and direct projects and programs affecting areas of responsibility. Preference will be given to applicants with experience in a higher education setting and preparing decision packages. A strong background in the knowledge of higher education operations and the Virginia legislative and appropriation processes is preferred. Knowledge of Banner, eVA, PBS, and Cardinal preferred.
