Organizational Unit Overview:
The Office of the Vice Chancellor for Research, Economic Development and Engagement (REDE) provides oversight and is responsible for the diverse units and programs that are primarily research or with a substantial cross-disciplinary research component, including the Animal Care and Use Committee (IACUC), Office of Innovation and Economic Development (OIED), Office of Grants & Contracts (OGC), Office of Research Integrity and Compliance (ORIC), Office of Sponsored Programs (OSP), Office of Undergraduate Research (UR), University and Medical Center Institutional Review Board (UMCIRB), Office of Community Engagement and Research (OCER), Office of Technology Transfer (OTT), and Office of Postdoctoral Affairs (OPA).
IACUC ensures the humane use and care of animals in teaching and research. OIED provides economic information and development services to local governments and private enterprises in eastern NC. OGCis responsible for the post-award administration and financial management of all grants and contracts awarded to ECU. ORIC promotes ethical conduct in research, scholarship, and creative activities. OSPprovides pre-award proposal development and submission services. UR offers competitive awards for research support, stipends and travel funds for students presenting their work at discipline-specific meetings. UMCIRB protects the rights and welfare of human subjects participating in research conducted by ECU and its affiliates. OCER connects ECU with the larger community to create new ways of understanding complex issues through partnership, outreach and engaged scholarship. OTT facilitates the development of products of innovation from the laboratory and the classroom to the marketplace. OPA ensures successful training and work experiences for postdoctoral scholars by providing a supportive working environment.
The Assistant Vice Chancellor (AVC) for Research, Economic Development and Engagement reports directly to the Vice Chancellor (VC) and serves as the lead research financial administrator for the institution. As such, the AVC has direct responsibility for administrative staff and operating budgets within the Division, and enterprise-wide responsibility in the areas of faculty startup awards, retention funds, seed grants programs, undergraduate research, personnel actions for post-doctoral scholars, and projects conducted in association with the Engaged Outreach Scholars Academy.
The AVC oversees the Division’s budgets, ensuring compliance with budgetary guidelines for use of funds from diverse sources including state appropriations, gifts, grants and contracts, special funds, and F&A recovered from sponsored activities. He/She has divisional signature authority for expenditures from all funding sources, and exercises substantial independence of administrative authority and discretion in planning and allocation of resources. The AVC develops, submits, tracks activity within the Division accounts, and adjusts annual budgets according to projected revenues and expenses. He/she performs management, analytical, financial and administrative duties, including, but are not limited to: planning, development and formulation of budgets and budget policies; and generating, submitting, and defending reports to other units within ECU, UNC System Office, and the State of North Carolina.
The AVC has primary responsibility for central F&A returns, which fund key compliance personnel within the division offices, and are a major source of discretionary funding for startup and retention packages, seed grants, equipment purchases, facility upgrades, and maintaining the research administrative infrastructure. The AVC formulates projections on revenue from F&A based on the current levels of proposal submissions and grants awarded; and tracks enterprise-wide expenditures of F&A. He/She generates, submits, and defends F&A expenditure reports as required by UNC System Office and sponsors, including federal agencies.
The AVC manages all human resource-related transactions requiring divisional review and approval for new positions, equity adjustments, upgrades, performance evaluations and any other personnel actions as necessary; works closely with the Human Resources Classification & Compensation (C&C) unit to prepare submissions of new positions, reclassification’s and salary increase requests to UNC System Office; consults with C&C regarding justification requirements and salary ranges within the UNC system; works with the units in the division to recruit key staff positions when they become vacant or are being established; and oversees all administrative support staff in the division. He/She works with the VC to establish search committees for new and vacant EHRA positions; and guides the search committee chairs through the process of charging the committee all the way to on-boarding of the candidate. He/She works with Institutional Planning, Assessment and Research (IPAR) to complete the Personnel Data Files information that is submitted to UNC System Office; reviews and investigates any problems/issues presented to the VC and prepares responses for review and signature as needed.
The AVC provides expert advice for research administrators and program directors from across the institution on analyzing and solving technical administrative challenges; formulates, interprets and implements division policy as it relates to the division’s business services; and exercises independent judgment in ensuring the financial and administrative integrity of expenditures of funds and in the interpretation, application, and enforcement of laws and regulations.
The AVC prepares and analyzes monthly budget reports for the VC that includes all units within the division, as well as expenditures and balances for all F&A and contract residual funds within the institution; represents the division in major university policy committees such as the Faculty Senate Budget Committee, Administrative Advisory Committee, and EHRA Collaborative Group.

A minimum of an advanced degree in a business field (accounting, finance, management) or extensive relevant experience. Excellent written and verbal skills are required in order to communicate effectively with a broad based constituency. A broad knowledge of and experience with budgets, finance, and human resource matters as they pertain to the State of North Carolina’s public institutions.
Preferred Experience, Skills, Training/Education: Experience with financial and administrative platforms used at ECU – including Banner, PeopleAdmin, and Kronos –documented supervisory experience, strong interpersonal skills, and collaborative nature are desirable.
