The Vice Chancellor for Business and Finance is the chief fiscal officer of the Board of Regents and Treasurer for the Board. The position exercises authority for the administration of fiscal policies and guidelines for the System's 40 post-secondary institutions and assists in the development of new policies and guidelines. The Vice Chancellor ensures the maintenance of an adequate system of internal accounting and administrative controls over resources which are under the daily management control of campus presidents and chief financial officers. The Vice Chancellor will be a consummate professional with the highest integrity who embraces a team environment and works with colleagues in a spirit of partnership, transparency, and fiscal responsibility. He or she will be an innovative leader with excellent financial credentials and significant managerial experience. The Vice Chancellor serves as a member of the Chancellor's leadership team.
Serves as Treasurer for the Board. Provides primary support for Committee on Finance and Business Operations and Committee on Compensation and Personnel. Prepares for quarterly Board and committee meetings, including development of agenda items and preparation of meeting materials. Responsible for the preparation of system wide budgets, financial reports, and various analysis.
Responsible for leadership and day to day management of the following areas of System Office operations: Business and Finance, Fiscal Services, Facilities Development, Human Resources, Information Technology, Procurement and Contracting, and Shared Services.
Coordinates the activities of the Business Affairs Sub Council as well as several other shared governance groups; prepares information and makes presentations during President's Council meetings; reviews audit reports and provides direction and recommendations for corrective actions in cases where weaknesses in internal controls are documented; ensures maintenance of an adequate system of internal accounting and administrative controls over resources which are under the daily management control of campus presidents and Chief Financial Officers; responds to inquiries from instructional staff.
Coordinates the submission of required financial data to the Tennessee Higher Education Commission and the Tennessee State Legislature; represents the System on pertinent funding issues at various meetings; provides assistance to campuses in the presentation of budget requests to the Tennessee Higher Education Commission; supports Chancellor in presentations to various legislative committees and state boards.
Serve as a member of the Chancellor's senior team; provides assistance to the Chancellor on issues related to traditional business management matters; performs other duties as assigned.
