The Senior Vice President for University Services is seeking candidates for an Assistant Vice President (AVP) for Business Services at Iowa State University. This position provides critical support functions across the Iowa State campus through six major cost centers and auxiliaries: Printing & Copy Services, Logistics & Support Services, University Bookstore, Transportation Services, Procurement Services, and Risk Management.
With limited direction, the AVP administers and coordinates the activities of the units and serves as both the Contract Administrator for the Iowa State Center private management agreement and as the University’s Food Service Contract Administrator. Coordinates budgeting, policy development and implementation, business planning, strategic planning, diversity initiatives, capital construction planning, and process improvement efforts for Business Services’ units. Directs complex procurements, negotiates and writes legally binding contractual agreements, creates and writes internal policy for purchasing department procurement activities, coordinates University procurement policy development, and provides input on Regents procurement policy. Represents the University in interactions with state and federal officials and auditors, legislative liaisons, legislative committees, suppliers, key Board of Regents, State of Iowa, office staff, and other external parties.
The AVP is responsible to ensure that each support function provides outstanding customer service while establishing and meeting fiscal targets. As such, the successful candidate must possess an understanding of a variety of business models; an understanding of the management of customer service and customer billing systems; familiarity with decentralized budget systems; knowledge of public funding accountability procedures; possess the ability to promote excellent interpersonal relationships; be comfortable briefing leaders from government, media, academia, and the community; and possess strong analytical, written and verbal communication skills.

REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s degree and 10 years of related experience; OR a Master’s degree and 8 years of related experience; OR a Ph.D. or other professional degree and 5 years of related experience.
PREFERRED EDUCATION AND EXPERIENCE
Degree in business, finance, accounting, public policy/administration, supply chain or related field.
Procurement and/or business service management experience dealing with public agencies, including experience with online purchasing systems and institutional procurement card programs.
Experience in developing complex agreements for the acquisition of goods or services.
Continued professional development as demonstrated by course work, certifications, or other similar documentation.
