This position reports directly to the Associate Vice President for Finance and Budget. The Director of Procurement and Contract Management is responsible for the administration of purchasing and contracting activity for the University in compliance with all applicable federal/state laws and regulations and University policies and procedures. The University procures a wide range of goods and services (approximately $345 million) in a competitive and responsible manner while adhering to all requirements of the Illinois Procurement Code, the Procurement Rules of the Chief Procurement Officer for Public Institutions of Higher Education, applicable federal/state laws and regulations and University policies and procedures.
The Director will lead and direct Procurement, Contract Management and Strategic Sourcing. The Director’s responsibilities include:
- Serving as the final procurement authority in the award of purchase orders and contracts and the resolution of related controversies and complaints;
- Builds, executes and maintains all policies, procedures and practices of contract management that optimizes the value of the University’s procurements, while limiting the University’s risk
- Ensures campus departments comply with State of Illinois and University policies and procedures;
- Develops and oversees the departmental strategic plans,
- Manages accuracy and timeliness of procurement information;
- Assesses and streamlines processes and procedures for accuracy, efficiency and effectiveness;
- Develops strong working relationships with internal and external stakeholders
- Builds, implements and maintains, with appropriate staff, vendor management processes to serve the short- and long-term goals of the University;
- Provides consulting, training and timely service to faculty, students and staff;
- Identifies, evaluates and recommends procurement-related legislative and administrative initiatives and implements applicable initiatives into the procurement operation;
- Develops and monitors the overall budget for the department;
- Audits compliance of Procurement Services and Contract Management activities to ensure all meet University objectives, and State mandates;
- Active building, reinforcement and compliance with the Minority and Female Business Enterprise Act;
- Collaborates with other Illinois public universities to address shared goals and interests
- Interfaces directly with internal and external auditors
- Represents the University in activities associated with the Illinois Procurement Higher Education Cooperative (IPHEC)
- Coordinates and interacts with the State of Illinois procurement officers, boards and compliance monitors.
