The Administrative Officer has the following responsibilities:
Administers the Library's budgets, including budget forecasting; internal allocations; approval of expenditures; and budget amendments.
Prepares strategic budget plans in collaboration with the dean and associate deans, and analyzes actual expenditures against budgeted performance, determining and reporting causes of variances. Consults with unit managers on budget issues, to include not only general expenditures but also support for grant proposals and/or development of internal proposals that have significant budget implications.
Oversees endowment accounts, deposits, and disbursement of Georgia State University Foundation funds, with signature authority on same,
Establishes internal controls to ensure compliance with campus legal and procedural requirements. Ensures fiscal activities of all library personnel are in compliance with established governing policies and procedures.
Maintains comprehensive knowledge of Georgia State University related policies and procedures.
Participates in the strategic planning and direction of the University Library as a member of the library executive team, providing financial/budgetary and human capital expertise to discussions in support of decisions regarding library management and administration.
Develops and implements policies and procedures for the Library through appropriate administrative systems in support of the overall library operations with emphasis on the effectiveness of those areas within position's scope of responsibility.
Develops and/or presents library and campus training on administrative processes. Serves on internal/external committees as appropriate.
Directs the development of relevant human resources related policies, ensuring compliance with applicable employment laws and the Board of Regents and Georgia State policies and procedures, Provides employee relations consultation, assistance and /or advice to Library executive management team on organizational structure and development and succession planning.
Ensures that all library business requirements (e.g. mail, supplies) are adequate and align with the Library's business requirements and are managed well by subordinate unit heads.
Ensures Library facilities' physical structures are well maintained by the appropriate subordinate manager. Monitors trends for consideration in renovation decisions. Oversees project management for major building/renovation projects to include ensuring that the Library community is kept abreast of the progress of projects.
Resolves risk management issues.
Ensures efforts are made to secure Library facilities and that Library staff work and patrons conduct research in a safe environment in cooperation with and support from University Police operations.
Bachelor's degree and six years of supervisory/management experience; or a combination of education and related experience. Supervisory/management experience must be clearly defined on application / resume.
